
Developed by the government, the bill which creates the Federal Sports University authorizes that part of the institution’s income comes from the collection of bets and virtual bets, transferred by the Ministry of Sports. Funding will also include budgetary funds, agreements and revenues from the services provided.
According to the draft sent to Congress, the university is presented as part of the legacy of the 2027 Women’s World Cup, which will take place in Brazil.

According to the proposal, women’s football “is predominantly amateur”, with “only 19.2% of athletes” having a professional contract and “1.2% having a training contract”.
The text also highlights that “45% of people who work in women’s football are men” and records cases of discrimination, specifying that “41% of blacks and 31% of indigenous people” declare having been victims of racism in the exercise of their functions.
“Although 57% of elite players in Brazilian football are black or mixed race, there were no black coaches at the helm of a club in Serie A of the Brazilian Championship and only 17% among assistants in 2023.”
The university is expected to open in 2027, with its headquarters in Brasilia, initially offering five undergraduate courses and five postgraduate courses lato sensu. There are plans to expand education to eleven degrees within four years, with a maximum capacity of 3,000 students.
According to the government, there will be no immediate increase in personnel costs and implementation will depend on a specific allocation in the General Union budget.
