
The draft law (PL) that updates the region’s policy for the integration of persons with disabilities was approved on Tuesday (11/11), at the Legislative Council of the Federal District (CLDF).
The proposal, presented by MP Jorge Viana (PSD), expands the concept of hearing loss, to include people with unilateral or bilateral, partial or total loss of 41 dB, according to the audiogram at frequencies of 500 Hz, 1000 Hz, 2000 Hz and 3000 Hz.
The concept was previously limited to those who had partial or total disability in both ears or total disability in only one ear.
According to the text, the change seeks to harmonize the regions’ legislation with Federal Decree No. 5296 of 2004, which adopts the same standards.

The project also draws attention to the differences between deaf and hard of hearing people. While Brazilian Sign Language (Libras) is the primary sign language and cultural identity of the deaf, many hearing-impaired people communicate through oral Portuguese, lip-reading, or with the aid of hearing aids.
According to Viana, the goal of the proposal is to acknowledge the diversity of the deaf community and ensure that public policies cover all forms of hearing impairment, ensuring accessibility and inclusion for all.
After being evaluated by the plenary session of the Legislative Council, the project goes to Governor Ibanes Rocha (MDB) for approval.
