The government of President Luiz Inácio Lula da Silva is considered bad or terrible by 40% of the population, and excellent or good by 30%, according to an Ipsos-Ipec survey published on Tuesday (9). For 29%, support is regular and 2% did not respond.
Even with the sanction of the law which exempts from income tax those who earn up to R$5,000 per month, the positive perception of the Lula government has not improved compared to the previous survey, in September. Approving the new income tax is one of the government’s main bets to increase the president’s popularity.
The negative rating (bad or terrible) fluctuated upwards from 38% to 40%, within the survey’s margin of error, plus or minus two percentage points. Positive perception (excellent or good) remained at 30% and regular perception increased from 31% to 29% between September and December.
The survey was carried out between Thursday (4) and this Monday (8), among 2,000 respondents in 131 municipalities. The confidence level is 95%.

The majority disapproves of the government
The majority of those surveyed (52%) disapprove of President Lula. In September, 51% said they disapproved. Approval fluctuated between 44% and 42%. A year ago, in December 2024, the president’s approval (47%) and disapproval (46%) were within the survey’s margin of error.
When asked if they trusted Lula, 56% of respondents said they did not trust and 40% said yes; An additional 4% did not respond.
For 43%, the Lula government is worse than expected. For 31% it is the same and 24% believe that management has exceeded expectations.
Perception of the economy
The perception of the economic situation in the country over the last six months has deteriorated for 38% of those questioned. For 30%, the situation had improved and 30% said it was the same; 3% did not respond.
In June, 49% felt the situation was worse, 23% said it was better, and 26% said it was the same; 3% did not respond.
Regarding the future, 35% think that the country’s economic situation will be better, 34% think it will be worse and 25% think it will remain the same; 5% did not respond.
