
The report on the bill regulating drivers and delivery workers of the application establishes a minimum price of R$8.50 for each trip between two and four kilometers, depending on the vehicle used and the service provided.
The text reported by MP Augusto Coutinho (Republicanos-PE), provides that delivery drivers can choose to become a “platform worker”, maintaining the contract without an employment relationship, but with compensation, such as the minimum wage per trip.

In this case, the platform passenger transport worker is entitled to receive a minimum gross remuneration of R$8.50 for each journey lasting two kilometers.
Meanwhile, workers in delivery and pickup services for food, items and others will also be entitled to a minimum wage of R$8.50 for:
- Up to three kilometers for car deliveries
- Up to four kilometers for deliveries by motorbikes and bicycles
The text also authorizes states and the Federal District to establish floors at higher levels.
Furthermore, the report establishes that companies cannot charge the driver fees greater than 30% of the amount paid by the user for a journey. In the case of monthly paid services, the fees cannot exceed 15%.
The project creates private accident insurance, which must be fully paid by the company that operates the digital platform, for a minimum amount of R$150,000, in cases such as:
- Personal accidents
- Permanent or temporary disability
- Death
- Serious or occupational illnesses.
- Medical and emergency assistance.
- Personal injury and damage to third parties
Companies will be obliged to contribute to the social security schemes of workers who choose to “platform”.
In addition, the text also regulates the services of companies to users, establishing that applications are responsible “regardless of fault (objective liability), for the correct, safe, respectful and adequate provision of services to the user, as well as for damages resulting from illicit acts suffered during the provision”.
