
A new study by Datafolha highlights that the assessment of the Federal Court (STF) and the National Congress remained stable, within the margin of error, between July and December. The data was released Tuesday evening and reflects the perception of respondents after the trial in which former President Jair Bolsonaro (PL) was found guilty of coup plotting and after the handling of the Blindagem PEC, which expanded the protection of parliamentarians against investigations and prosecutions.

Of those surveyed, 35% this time said STF ministers are doing a bad or terrible job, up from 36% in July. In the most recent survey, 32% said they considered the job good or excellent, an increase of three percentage points from the previous survey (29%). Those who describe the performance as regular were 31% and now 29%.
Datafolha data indicates an upward trend in the positive evaluation of the STF since July 2022, when 23% rated the work of ministers as excellent or good. At that time, 33% cited poor or terrible work and 38% cited average work.
However, between March and July this year, the percentage of respondents rating the work of STF ministers as bad increased from 28% to 36%, and the “normal” rating fell from 40% to 31%.
Still according to the survey, the STF is better perceived by respondents aged 45 to 59 (38%); among retirees (39%); among the least educated (40%); and among Catholics (38%). They also have a more widespread positive evaluation among PT supporters (63%); among those who evaluate the Lula government as excellent or good (68%); and among those who are satisfied with the performance of Congress (60%).

Furthermore, the Court’s evaluation is less good among men (41%); among the most educated (43%); among those whose monthly family income is more than five minimum wages (48%); among 25 to 34 year olds (41%); among businessmen (58%); among whites (42%); among evangelicals (43%); and among residents of the South region (43%). PL supporters are also more critical of the STF (87%); those who evaluate the Lula government as bad or terrible (72%); and those who say they are dissatisfied with the performance of Congress (58%).
From July until the new survey, the percentage of respondents who rate the work of the National Congress as bad or terrible fell to the edge of the margin of error (35% to 31%). This time, 44% highlighted that the performance of senators and deputies was regular (compared to 41% in the previous survey), and 21% cited excellent or good performance (compared to 18% in the past).
Despite the repercussions and public protests that led to the project’s abandonment, the Blindagem PEC did not negatively affect Congress’s assessment, according to Datafolha. The institute highlights that the evaluation of the current legislature is better than that of the previous one, in a similar period: in December 2021, 10% of those surveyed evaluated the work of senators and deputies as excellent or good, while 45% cited average performance and 41%, bad or terrible.
Congress is better rated among women (24%); the least educated (26%); among those earning up to two minimum wages (24%); among residents of the North-East (25%); among housewives (28%); among those who evaluate the Lula government as excellent or good (35%); and among those who are satisfied with the performance of the STF (39%).
According to Datafolha, at the same time, the most critical of the National Congress are men (36%); the most educated (40%); those whose monthly family income is more than ten minimum wages (48%); residents of metropolitan areas (36%); those who evaluate the Lula government as bad or terrible (42%); and those who say they are dissatisfied with the performance of the STF (52%).
For this new research, the institute surveyed 2,002 people aged 16 or over, in 113 municipalities across the country, between December 2 and 4. The margin of error is two percentage points, plus or minus, and the confidence level is 95%.
