It was a letter from the Sensitive Investigation Group of the Federal Police (PF) that motivated the investigation against civilian police officers who demanded bribes from the First Capital Command (PCC).
The document was sent to the Special Action Group to Combat Organized Crime (Gaeco), of the São Paulo Public Prosecutor’s Office (MPSP), which launched Operation Mata-Nota, this Wednesday (12/10). Two civilian police officers were arrested preventively.
The objective of the letter was to investigate the practice of crimes of passive corruption, active corruption and money laundering allegedly committed by Murilo Muniz, Alan Fernandes Dias, Wander Tadeu de Araujo and Ademilson Alves de Brito.

Murilo, Alan and Wander are police officers assigned to the 4th Precinct of the Narcotics Investigation Division (Dise), of the State Department of Prevention and Suppression of Drug Trafficking (Denarc), of the São Paulo Civil Police.
Murilo and Alan were pre-emptively arrested on Wednesday and Wander is still under investigation. Ademilson is the lawyer of a PCC member who allegedly paid 1 million reais in bribes to the police to get rid of an ongoing investigation (see below).
Understand the case
The investigation began last year, when a man was arrested in flagrante delicto in Alto Garças, Mato Grosso, while transporting 345 kg of drugs in the double bottom of a refrigerated truck.
The violation of the suspect’s telematic confidentiality revealed to Gaeco agents the existence of a video demonstrating the criminal actions of Murilo, Alan and Wander.
The images show a dialogue between civilian police officers and Ademilson Alves de Brito, the lawyer of Wagner Nascimento de Souza, known as “Costurado” and named member of the PCC, responsible for the financial logistics of the faction.
During the conversation, Denarc agents demanded the payment of one million reais to end the investigations against the faction.
“I can rest assured that this case is closed, have you sent the note? Doesn’t anyone owe anything?” the lawyer asked police in a video call, according to a transcript of a representation obtained by the Metropolises (see images above).
“Okay then it’s over, rest assured, just take these two, no one else will come, they won’t come after anyone else (sic),” Ademilson reinforced. In response, investigator Murilo said only one target would be charged.
According to the MPSP, the prosecution closed the police investigation for lack of evidence, “following the final report presented” by the civil police.
Stitched was represented in the precautionary measures of preventive detention and search and seizure, “because he appears to be a member of a criminal organization specializing in drug trafficking and money laundering, acting in the financial logistics of the group”. The report does not specify the accused’s whereabouts.

Still according to the MPSP representation, the three civilian police officers acquired material goods after demanding a million dollar complaint from the man under investigation for links to the CCP.
Murilo Muniz purchased a property valued at more than R$700,000 just five days after the video call was recorded, in May last year. The prosecution highlighted that the monthly financing fees (R$6,550.80) are incompatible with the investigator’s net remuneration (R$7,245.83), according to data from the transparency portal.
Alan Fernandes Dias bought an apartment about five months after the video, in October last year, worth R$215,000. As the payment method does not appear on the registration number, Gaeco suspects that the amount may have been paid in cash. It is also suspected that the police officer is actually in charge of a company registered in his son’s name.
Wander Tadeu de Araujo, in turn, bought an apartment worth R$250,000 in March this year, as well as a motorcycle the following month, less than 12 months after recording the dialogue that recorded the bribe request.
Arrest, search and blocking of assets
At the request of the MPSP, Judge Tiago Ducatti Lino Machado, of the 2nd Court of Tax Offenses, Criminal Organization and Laundering of Property and Values of the Capital, decreed the preventive detention of police officers Alan and Murilo, as well as lawyer Ademilson – carried out this Wednesday. According to the prosecution, Wander’s arrest was “not necessary at the time.”
The magistrate also authorized the search and seizure at the addresses of the four people under investigation, with authorization to seize electronic devices, cash sums exceeding R$3,000 and any material goods exceeding R$2,000, as well as weapons and illicit objects.
Examination and extraction of content from all electronic devices, such as cloud storage and chat applications, is also permitted.
The judge also authorized the seizure of vehicles worth R$100,000 or more as well as the seizure and blocking of assets and values of those under investigation up to an amount of R$1 million, which initially corresponds to the corruption request. All assets of financial and real estate institutions are blocked.
THE Metropolises did not locate the defense of those investigated. The space remains open.
Contacted, the Public Security Secretariat (SSP) declared that it does not tolerate the faults of its agents and that all applicable administrative measures will be adopted, without prejudice to criminal and disciplinary investigations. “The department continues to work with the responsible authorities to fully clarify the facts,” it said in a statement.
