The President of the House, Hugo Motta, has the stage attributes to inspire one of those bizarre characters from streaming series. But it is only an inconsequential joke to talk about the big media star of this circus of Christmas deals negotiated in the shopping center of our institutional politics.
Thanks to this device, the powers, bent by corporate and electoral interests, negotiate a somewhat hasty agreement which guarantees the advantages and shields of each party, maintaining the great pact of indulgence which presides over the system.
It can be argued that this is politics, and that is what is happening after all. This is still true, but what kind of rastaquera policy is this, more reminiscent of an adjustment between mafia families as we see in films of the genre?
The climax of the spectacle was the House’s tumultuous approval of the so-called PL Dosimetry, which amended legislation on coup d’état and the violent abolition of the rule of law. The session, as we know, resulted in yet another display of incompetence, lack of leadership and institutional undermining on the part of Motta, who ordered press censorship before summoning the police to remove MP Glauber Braga (PSOL-RJ) from his seat.
The PL, approved to ease the sanctions applied to putschists tried by the STF, provoked a strong revolt on the left. It could not be otherwise, but the fact is that this path was already included in the government’s accounts.
In April, let us remember, Minister Gleisi Hoffmann, by refuting the unacceptable idea of amnesty for the captain and his clique, had promoted the reduction of sentences as a more acceptable bargaining chip. However, the scenario indicates that Lula, in a historical scenario, will veto, knowing however that his veto will be canceled.
The Supreme Court, in turn, after the monocratic provocation of Dean Gilmar Mendes, who legislated in one go the process of impeachment of ministers, ended up reaching an agreement with the Senate, which will revise the law on the subject, which is indeed problematic.
The House, on another front, ended up reaffirming a defeat for the Court by deciding that it was up to it to deliberate on the warrants. But what is this, compared to the great relief aroused by the quiet progress of the Master case led by Dias Toffoli at the Supreme Court?
For the right, in addition to dosimetry, Santa Claus delivered the Marco Temporal PL, a disaster that follows the cancellation of Lula’s veto of the environmental licensing law. The government considered changes to the Antifaction PL and passed the Senate. At this point, Davi Alcolumbre may not even quite remember who Jorge Messias is.
It is true that not everything was champagne and harmony in the Christmas agreement, but it would be difficult if it found itself in a tumultuous environment due to the arrival of the electoral year and shaken by the fierce competition in the legal camp, with the bolsonarista despair and the flavist and tarcisist uncertainties over the dispute.
After all, President Lula has little to complain about, as he himself declared. He knew how to win and lose in his dealings with Congress and ended up securing the most substantive things he needed to get re-elected. It’s not an extraordinary popularity phenomenon, but it’s there for anyone who wants to support and accept it.
