Governor Tarcísio de Freitas (Republicans) declared this Thursday (11/12), during an agenda in the city of Carapicuíba, that São Paulo is experiencing a real “epidemic of feminicides”. This statement comes after the increase in cases of violence against women in the state and served as justification for the change in direction of the Secretariat of Policies for Women, now headed by delegate Adriana Liporoni. The change is taking place even as the department maintains, once again, one of the smallest budgets in government.
According to Tarcísio, despite declining rates of homicides, robberies and thefts, violence against women remains one of the most difficult crimes to combat. He pointed out that many cases occur at home, committed by people close to them, making reporting difficult.
“This is the case that we have the most difficulty combating. We have seen a reduction in homicides, robberies, merchandise and vehicle thefts. But these crimes are very passionate in nature and committed by close people. Often there is still some discomfort for women seeking help. We need to create safe channels for women to communicate,” the governor explained.
The city of São Paulo breaks the record for cases of femicide in 2025
According to data from the Secretariat of Public Security (SSP), the city of São Paulo recorded 53 feminicides between January and October 2025, the highest number since the start of the historical series, in 2015. The record was reached even without the inclusion of the records from November and December.
Statewide, there were 207 cases of femicide during the same period. In addition to the 53 incidents recorded in the capital, there are 101 cases recorded within the country and 40 in the metropolitan region. The total represents an 8% increase from last year, when the state recorded 191 femicides between January and October.

The governor also tried to explain the reduction in the budget of the secretariat. According to him, the department works in a “transversal” manner, with the support of other areas, such as Public Security. Through this, he said he was able to increase the number of specialized police stations and launch an app to make it easier for victims to register police reports.
Tarcísio said he hoped for progress in the fight against violence against women with Liporoni coming to power. “The choice of a delegate was precisely to focus on the essential. Of course, women’s health is important, emancipation is important, but today we have a big problem, a big epidemic, which is violence against women. We must fight this scourge, this evil, and we will use all the energy necessary to do so,” declared the governor.
