
The director of the Administrative Department of the Presidency of the Republic (Dapre) and current manager of the Adaptation Fund, Angie Rodríguez, denounced alleged irregularities committed by the director of the National Unit for Disaster Risk Management (Ungrd), Carlos Carrillo, while he was manager of the fund. According to its own statements, the company lost enforcement.
“There is a striking warning here, namely that the Adaptation Fund has lost its ability to execute in recent years.but staff recruitment has increased significantly,” the official said as she gave an account (accountability) of how she received the adjustment fund.

Rodríguez highlighted alleged irregularities in projects such as the Water Dynamics in La Mojana, whose assigned value was $56,000 million, the Rice Route and the MojanIA. However, Carrillo reported that he noticed the irregularities in the disbursement of resources for these projects and their respective contracts and that this was the case All relevant information has been transmitted to the control authorities carrying out the investigation.
In a press conference he held to clear doubts about the complaints of the director of Dapre, Carrillo defended his management to the Adaptation Fund and called Angie Rodríguez’s accusations against his work a “disgrace.”
“It’s a villain from Dr. Angie Rodríguez and another chapter in the universal story of shame.. I think it’s clear to everyone. I put on my shirt for this political project (…). “I am not an opportunist, I am not an upstart,” declared the director of Ungrd, who also denounced irregularities in the organization, which is currently embroiled in a corruption scandal that permeates the management that preceded it, led by Olmedo López.
In her view, the official was deceived and that is why she filed the complaints or allegedly contributed to a possible plan promoted by “politicians” within the government who would demand her resignation.

His conclusions came about because, as he explained, he insisted on calling a meeting to discuss the state of the company when he learned that Rodríguez would take over the management of the fund as the official in charge. “She has my phone number and I have repeatedly offered to sit down with my trusted team.“Moreover, they kicked him out of the adjustment fund at the very moment when the change of leadership occurred in the worst possible way,” he said.
In this sense, he indicated that he was ready to examine in more detail the information he had about the fund and the anomalies he had identified, which is why he asked the director of Dapre to correct the allegations he had made. He also suggested that Rodríguez may have exceeded his duties.
“That Dr. Angie corrects the biased, erroneous and malicious information she provided.. And that seems extremely serious to me. Information he shared through the official channels of the presidency,” he said.
However, Carrillo admitted that when he began managing the fund, he was appointed manager-in-charge and did not know how long he would be in the role, which lasted a year. At the time, he complained about irregularities, but initially refrained from changing personnel.

“I should have asked every manager I found to resign and start the process all over again.. Maybe that’s my mistake. Mea culpa. But well, in life you make mistakes,” he explained.
In any case, he provided details about some of the projects that Rodríguez warned about. One of them is La Mojana. As he explained, he found a $56 billion consulting firm surrounded by irregularities. He decided to seek external advice to review the situation: “We re-examined the project and found that the contractors were indeed not meeting the requirements. Therefore, this project was declared null and void in December.“, Exactly.
Regarding the Rice Route project, he stated that the contract was awarded in December 2024, but he received a complaint that was brought to the attention of the Public Prosecutor’s Office and the Attorney General.

“In the case of the rice route, when the execution of the project begins and I can finally get people I trust to take over the oversight of this contractbecause I took the decision to withdraw supervision of the contracts from those who had them, since we identified irregularities and initiated processes for non-compliance,” he explained.
An auditor subsequently found that the contractor was not in compliance and did not authorize the payments made. He then initiated proceedings for non-compliance. “Two days later they kicked me out of the fund. Also, one day when I was out of the country, they kicked me out of the fund“, revealed.
