The recording of Central Operational Unit (COU) of the Civil Guard of Servinabar revealed the existence of a “Unofficial SEPI” which promised public contracts in exchange for benefits. The documents seized in Navarre marked the start of an investigation that … led to the arrest of the three fundamental pillars of this project: Leire Díez, Joseba Antxon Alonso and Vicente Fernández.
The Civil Guard suspects that these three main actors were counting on their contacts in public companies. A leading role goes to Fernández, who worked officially at SEPI, but also in the shadows when he was “Half discharged from office”.
The president of SEPI exercised absolute power in other companies like Correos, Enusa, Sepides, Mercasa or Cofivacasa. All are the subject of an investigation by UCO agents.
Good proof of this is that José Vicente Berlanga, former president of Enusa, is under investigation as part of Operation Leire. The link between these officials and the companies was Joseba Antxon Alonso, Santos Cerdán’s right-hand man and owner of Servinabar.
Agents believe that this small Navarrese business that brings in millions was a mothership to reap the benefits of these stings. The presence of the lieutenant colonel Antonio Balas in the headquarters register was no coincidence.
Vicente Fernández with María Jesus Montero
The famous participation contract in the Santos Cerdán company was only the tip of the iceberg of a much larger corruption affair. A process that has been kept secret but has made giant strides in recent days.
The agents found in Servinabar invoices which proved the involvement of the former president of SEPI in these movements. He was not a simple employee of the company. In the same way, they suspect that Leire Díez also channeled part of the bribes towards the purchase of vehicles.
In total, 19 searches were carried out this Thursday with the aim of confirming the investigators’ suspicions. Madrid, Seville and Zaragoza were the places visited by Civil Guard agents.
To continue this line of work, the UCO presented itself this Friday at nine o’clock at the headquarters of the Post Office and the Ministries of Finance and Ecological Transition as part of Operation Leire Díez, according to investigative sources informed by ABC.
Investigators were looking for documentation on company-related public tenders registered this Thursday in different regions of Spain. The proceedings are led by the National Court and the Anti-Corruption Prosecutor’s Office.
This information requirement has been extended to other points such as General Directorate of State Heritage and Central Administrative Tribunal for Contractual Resourcess. They are also looking for clues in the public company Cofivacasa. A company which belongs to SEPI and whose mission is to liquidate companies.
The Ministry of Ecological Transition handed over two administrative files to the UCO but defended the “guarantee” of established procedures
Concerning the UCO’s travels this Friday, MITECO sources confirmed the presence of agents at the administration headquarters. According to his testimony, the objective was to ask two administrative files as part of an ongoing investigation. “It was not a file, but exclusively a formal request for information,” these sources clarified.
Likewise, MITECO emphasized that its workers provided the required documentation quickly and in full collaboration. “The files provided were processed with all guarantees and according to the usual established procedures,” they concluded.
The similar “modus operandi” of this investigation with that of Santos Cerdán is remarkable. The Koldo case summary revealed how the former socialist leader allegedly laundered money from bribes in a Pamplona bar that issued invoices. The establishment became famous under the name of Frankie.
In this case, the local called “The ball » and is located in Seville. Officers searched this location as they suspect it was a vehicle for laundering money from public procurement.
The clandestine “office” of this group was the now famous apartment located at number 36 Diego de León Street. A property in the Salamanca district that was rented by the former president of SEPI. At first, this property was used for the businesses on the parcel. Some time later, the house was used for another purpose: meetings with businessmen.
And several people investigated in different hydrocarbon networks met Leire Díez in this place. During these meetings, the former socialist activist claimed that she was Santos Cerdán’s “right arm”. Some words he also said during his meeting with prosecutor Ignacio Stampa.
This case is being prosecuted in Plaza Castilla by Judge Arturo Zamarriego. A procedure in which Diez is accused of crimes of influence peddling and corruption. The former socialist activist suffered a new setback in her interests this week since the judge did not accept her request to cancel the audios of her meeting with Stampa.
Before the judge
Leire Díez, Joseba Antxon and Vicente Fernández will be tried today before the National Court. The magistrate Antonio Pina He will collect their testimonies and then decide whether to release them or impose precautionary measures such as pre-trial detention.
Officers exhausted their legally available hours due to the enormous amount of documentation and recording they had to complete. Investigators have had to hasten the arrests of Díez and Fernández since They realized they were being watched by the Civil Guard. The risk of destruction of evidence was palpable and that is why his arrest was decided.
These procedures began thanks to the Anti-corruption prosecution. HAS Those indicted are accused of crimes of prevarication, embezzlement, influence peddling and criminal organization. The investigations carried out by the UCO continue under summary secrecy and new actions, such as arrests or searches, are not excluded once the documents that the agents managed to seize during this frenetic week of Operation Leire Díez have been analyzed.
