
The operation carried out by the Guardia Civil’s Central Operational Unit (UCO) in the cities of Madrid, Seville and Zaragoza has attracted public attention in recent days by taking into police custody three businessmen whose involvement is crucial to an investigation into the alleged irregular awarding of state contracts. According to Europa Press, the proceedings are subject to summary secrecy and will be led by the Central Investigative Court No. 6 of the National Court, which is directly supervised by the Anti-Corruption Prosecutor’s Office.
The arrests included Antxon Alonso, partner of Santos Cerdán; Leire Díez, former socialist activist; and Vicente Fernández, former president of the State Society of Industrial Participations (SEPI). As Europa Press details, these arrests occurred during the development of an operation that also included the search of several corporate headquarters linked to the Servinabar company. The investigation aims to clarify whether any crimes related to the management of public funds and the award of administrative contracts were committed in the companies affiliated with the company.
The monitoring of the activities of Servinabar and the detainees preceded the intervention of the authorities, who conducted inspections at business establishments in the three cities. According to Europa Press, the agents seized relevant documents aimed at clarifying the structure of the operations and identifying the processes through which the suspicious contracts could be concluded. The seized materials form the basis for further developed expert analyses, the progress of which will determine the depth of the investigation in the coming weeks.
The investigation will be overseen by Judge Antonio Piña, head of the relevant authority, who has decided to keep the case under summary secrecy. Europa Press pointed out that no new immediate arrests were planned so far, although the analysis of the seized documents could open new fronts in the judicial investigation. Among the key aspects under the microscope is the role of Antxon Alonso due to his business connection with Santos Cerdán, a figure that also arouses the interest of the actors involved in the process.
Sources close to the investigation told Europa Press that the detained businessmen’s court appearances must take place within a maximum of 72 hours of their arrest, probably between Thursday and Saturday. In these hearings, the national court will decide whether to maintain the temporary detention or to impose other protective measures. This procedure corresponds to the standard of cases with state implications, in which a special examination of the legality and traceability of the award of public contracts is carried out.
The operations are part of a control strategy promoted by the Anti-Corruption Prosecutor’s Office and the State Ministry, aimed at preventing and detecting anomalies in the use of public funds. The cooperation between the UCO and the designated prosecutors is part of a broader coordination to strengthen guarantees in state procurement. Europa Press stressed that the interventions responded to the concern of ensuring the integrity and transparency of administrative procedures related to the management of state resources.
The course of the investigation, which is based on the technical analysis of the documents received, leaves expectations regarding the scope of the possible allegations remaining uncertain. The authorities’ focus remains on the chronological and procedural reconstruction of the acts under investigation with the aim of revealing whether there was preferential treatment towards Servinabar or towards people with professional or political connections, in particular towards Santos Cerdán, former organizing secretary of the Spanish Socialist Workers’ Party (PSOE).
Europa Press reported that monitoring of the case includes anti-fraud controls sponsored by the State Department, which strengthens oversight of the state authorities involved. The authorities insist on applying strict regulatory criteria to centralized procurement and emphasize the priority of transparency in this type of procedure.
To date, the judicial summary remains sealed, preventing the dissemination of specific data beyond those related to the arrest of the three businessmen and the scope of the seized documents. The further development of the case will depend on the decisions taken by the national court based on the evidence collected and the ongoing expert reports, while the seized materials will continue to be subject to a specific analysis, as Europa Press affirms.
