A serious corruption case has rocked the Tucumán police and led to the immediate dismissal of two members of the force’s leadership. Commissioner Gustavo Beltran, head of the Northern Regional Unit, and the second, Sergio Juarez, were removed after it emerged that prisoners and police officers were carrying out construction work in a private house. It is located in the Kadial Dam area.
The investigation began with an anonymous complaint that reached the Minister of Regional Security, Eugenio Aguero Gamboa. According to this information, Beltran was going to use the human resources of the force and people deprived of liberty to promote private business in a summer house. Given the seriousness of the event, the official informed Governor Osvaldo Galdo, who ordered an investigation.
Members of the Complex Crimes Prosecution arrived at the scene and confirmed the presence of two detainees. A police officer works at the house. A government notary created a notarial act to record what happened. He added, “Investigation procedures resulted in the arrest Two persons deprived of liberty and two police officers“Accompanied by an official mobile phone,” Aguero Gamboa said.
This discovery unleashed a scandal that affected the police structure. The head of the force, Joaquin Gervao, expressed his disavowal and announced an internal audit: “We cannot tolerate any of these situations that damage the institution. “We will cooperate with justice and conduct a comprehensive investigation.”
While the judicial proceedings were being carried out, the decree ordering the dismissal of Beltran and Juárez was drafted at the Government House. The decision was signed by Galdo and Aguero Gamboa. The punishment did not mean availability or withdrawal, but rather meant final separationWhich prevents both of them from retiring in the short term. “Behaviors that are inconsistent with the function of the police… seriously affect community confidence in the institution“, stated the Ministry of Security Decree No. 3407. The document adds: “From the analysis of the evidence presented, the importance of the facts and the disciplinary responsibility of the agents emerges.”
In parallel, Public Prosecutor Mariana Rivadeneira ordered Beltran’s arrest. The commissioner was summoned to the Personnel Department and remained there for several hours until a warrant was issued for his arrest.. Juarez was also arrested, although his situation was different: He showed up spontaneously and handed over his cell phone.. He could be accused of failing to report violations committed by his boss.
The investigation revealed evidence that further aggravated the case. According to judicial sources, At least four detainees would have worked periodically in the house attributed to BeltranAlthough the exact frequency has not been specified. Prisoners were transported in official vehicles, and in some cases, the police officers who transported them were also carrying out duties on the construction site, although they should have carried out their duties on the street or in administrative offices.
The men used in various cases of sexual assault were convicted and remained detained in the cells of the Northern Regional Unit.although the Supreme Court Convention stipulates that all prisoners must be in provincial prisons, such as Villa Urquiza Prison or Benjamin Paz Prison. The violation is exacerbated because prisoners cannot leave the place of detention without permission from the enforcement judge, and every movement must be recorded in the department’s books. In this case, none of that happened.
He added, “In these cases, what is known as due obedience does not apply. No one in the force can remain silent if he notices such violations.” A police source told the newspaper The newspaper. Responsibility extends to the barracks director, guard personnel, department heads, and the district head. “This is a very serious crime and they will have to respond criminally. We will carry out a purge in the force. Those who commit crimes will leave the police,” Gervao said.
The prisoners involved were transferred to Binyamin Paz Prison.
