The Seville City Council managed to be the first to approve this ordinance, which came into force at the end of October 2024 and, in just one year, managed to reduce the number of requests by almost 60% new licenses.
But the reality is that In the capital Seville, there are always accommodations for unusual tourist use.in a legal situation which leaves them in the dark as to their regularization. Now, Urban Planning will get started a grace period so that the owners of these apartments can normalize activity that they have lent and get out of the uncertain scenario in which they find themselves. Of course, they must meet a series of prerequisites to benefit from this approach. This will be endorsed today by the Executive Committee of the Management, which will take note of an instruction of December 10 which modifies decree 28/2016 of February 2 on the housing of sightseeing. It is based on a document dated November 7, 2025 from the Territorial Delegation of Tourism, Culture and Sports of Seville of the Junta de Andalucía with indications in this regard.
To go into detail, the situation dates back to April 28, 2022. At that time, the Seville City Council (governed by the PSOE) gave its agreement to specific modification 44 of the consolidated text of the General Urban Plan, regarding registration and the characteristics that accommodation for tourist use had to meet. This measure included, among other things, the need for the owners of these dwellings whose apartments were classified as residential would request a move to the tertiary sectorto adapt to the new normal. However, many of them still do not comply with this order today. For this reason, and taking into account the indications of Tourism, a grace period will now be open so that all these houses can begin the urban planning process to change their classification.
The small feature of this measure is that not all tourist apartments will be able to benefit from it. There are a series of requirements which have been set out in the planning officer’s instructions. and that they will be decisive in preventing a specific proposal from becoming a definitive rule. That is to say, the idea of the Seville City Council is that only residences for tourist use which have been registered in the official register of the Junta de Andalucía before October 2024. In other words, before the Municipal Council approved the regulatory ordinance which limited the implementation of these accommodations in saturated areas. Only these are now authorized to change their uses from residential to tertiary. The rest, everyone who registered after this date and from now onwill not be able to take advantage of this opportunity. Of course, to do this, they will have to present all the necessary documentation.
On October 29, 2024, the municipal ordinance that regulates accommodation for tourist use (VUT) in the Seville capital came into force. The government of José Luis Sanz managed to implement this standard thanks to the support of the municipal group of Voxthus becoming the first city in Andalusia to apply the decree of the Government of the Junta to limit this type of accommodation. The proposal established a maximum of 10% of these apartments compared to those of a residential nature in each districtpreventing the implementation of new ones if the percentage was exceeded.
