According to parliamentarians from government bases and the opposition interviewed by the Metropolisesthe return of the “home office” has a good chance of being included on the agenda this Wednesday (17/12), perhaps the last of the year.
Tomorrow’s session will mainly be devoted to the vote on the 2026 budget.

The movement is led by Councilor Thammy Miranda (PSD), who, along with other parliamentarians from the base of Mayor Ricardo Nunes (MDB), is trying to join in the change of the rules. A parliamentarian interviewed by the report said that after the end of the pandemic, the system of voting and attendance in the House “became very rigid”.
The end of mandatory in-person voting could come into effect next year, when legislative work resumes, scheduled for February.
According to opposition parliamentarians, change must be made through a “jabuti”, a nickname given to articles or amendments surreptitiously inserted into texts unrelated to the main theme of the subject. This maneuver makes it possible to approve facts unrelated to the projects more quickly, because they “bypass” the legislative process, thus adding an additional subject to a text already evaluated in committees.
“Home office” vote
Established during the Covid-19 pandemic, the end of remote voting at São Paulo city hall came three years after the end of the health emergency.
The end of the “home office” was voted in March this year and was seen as a victory for the opposition. With the hybrid system, the opposition has more difficulty obstructing programs of interest to the government.
