On the front line in the fight against cybercrime, delegate Lisandrea Salvariego, head of the Digital Operations and Joints Center (Noad) of the São Paulo Civil Police, receives more and more threats because of her work. With each case that has repercussions, the bullies’ tone rises.
In one recent threat, a suspect said he would “kill and engage in necrophilia” with the deputy. In another, made after the arrest of an 18-year-old young man who encouraged self-mutilation on the Internet and allegedly caused around thirty victims, including children and adolescents, an Instagram user commented on a post: “Lis is going to die”.
The same profile, which does not include a name or photo so as not to be identified, also specified that he would “personally go to her house to kill and decapitate this whore (sic)”. “And there’s nothing you can do,” the user added.
Lisandrea shared with Metropolises some of the threats he receives. She also gave examples of how these bullies talk to victims on messaging apps. See the gallery below:

Young prisoner ordered victim to mutilate deputy’s name on body
Luiz Fernando Souza, an 18-year-old young man, arrested inside Santa Catarina, on the morning of this Monday (12/15), and who caused around thirty victims of self-harm, forced a young girl to write “Lisa”, with a razor, on her arm.
The “message” would be addressed to Lisandrea in a threatening tone. Luiz even published the photo on a social network with the caption: “little gift for Lisa hahaha (sic)”.
For the delegate, the feeling aroused by seeing the image was “terrible”. “I think it’s the worst feeling ever. But that’s what gives us the strength to keep going, we can’t stop,” he said.
Threats are common, but they motivate
Lisandrea says the threats she receives are frequent, but they have a “motivational” effect. The intimidation, she said, began as soon as the delegate took charge of Noad, in November last year, when the core emerged. “Since we began to investigate the leaders of civil servants considered to be more violent,” he detailed.
When asked if she is the target of constant threats because she is a woman, Lisandrea confirms that she is, but adds another reason: the fact that the victims create closeness and affection for her.
And it is not only the authorities who are persecuted and threatened, but also Lisandrea’s family. The police officer reported that his brother had “locked” the WhatsApp of the clinic where he works. “He’s a geriatrician and he didn’t respond for almost two weeks. They tried to clone cards, activate the IMEI on my cell phone. Damn,” he said.
Despite this, the delegate says she does not see the need for protection, such as an escort offered to authorities threatened by organized crime, at least “for now” – mainly because the attacks against her and her family are virtual. “I take some precautions,” he assured.
Threatened alongside the general delegate of São Paulo, Artur Dian, Lisandrea shows strength for the position she occupies.
“The same thing they do to the victims, they do it to us. But we have discernment. We are authorities, we can investigate and reach them, and the victims are afraid,” he stressed.

Meet Noad
Noad was set up by the Secretariat for Public Security (SSP), in November 2024, as the first center in the country specialized in the fight against virtual crimes against children and adolescents.
Linked to the São Paulo Civil Police, the department carries out investigations that take place in different states of Brazil, such as Santa Catarina, Rio de Janeiro and Pernambuco.
Established just over a year ago, the center has civilian police officers working undercover around the clock in communities and internet groups to detect criminal activity. Military police and experts also make up the team.
For Lisandrea, it is important that parents monitor the platforms their children have access to. “It’s easy to judge them and say the father isn’t paying attention, the father is silent and they don’t even know what’s going on. So I think (we need to) spread the information and alert them to what’s happening on the networks,” he said.
She advises parents and guardians to observe children and adolescents. If they notice anything unusual, such as self-harm or strange behavior, it is recommended to file a police report (PO).
“Get the nickname (username), handle and platform where all this happened from the abuser and file a police report. Because it’s not just this one victim, right? The abuser is making countless victims at the same time,” the delegate reinforced.
