US and Ukrainian officials spoke in Miami about security guarantees for Kiev under a Washington-driven peace plan with Russia and the European country’s economic recovery after the end of the conflict, with an emphasis on setting deadlines and the sequence of next steps in negotiations.
The US special envoy Steve Witkoff reported this Sunday (December 21, 2025).
“A separate constructive meeting was also held in the US-Ukraine format, where four key documents were discussed: the further development of a 20-point plan, the alignment of positions on a framework of US security guarantees for Ukraine and the further development of an economic and prosperity plan,” he added.
According to US President Donald Trump’s envoy, the talks “paid particular attention to discussing deadlines and the sequence of next steps.”
Witkoff and Trump’s son-in-law Jared Kushner met with Secretary of the National Security and Defense Council of Ukraine Rustem Umérov and Chief of the Ukrainian General Staff Andrí Gnátov in Miami over the weekend. In parallel, Washington officials maintained separate contacts with Kremlin envoy Kiril Dmitriev.
In his message to X, Witkoff emphasized that Ukraine remains committed to achieving a “just and sustainable peace.” “Peace must be not only the cessation of hostilities, but also a solid foundation for a stable future,” emphasized the envoy, who did not refer to the meetings with Dmitriev in his release.
